07/21/04 – TABLE SHOWS SIGNIFICANT CHANGES BETWEEN NPRM, FINAL RULE
FAA prepared, and provided to EAA today, a table outlining the significant changes between the notice of proposed rulemaking (NPRM) and the final rule. EAA specifically asked for these changes in its official response to the NPRM. These NPRM improvements reflect the comments and wishes of EAA members and the light sport aviation community. In addition to increased weight and higher stall and top speeds allowed, please note:
- The extended time allowed for the conversion of an ultralight trainer to an experimental light-sport aircraft—from 24 to 36 months
- The extended time for the use of an ultralight trainer—from 36-60 months. This greatly extends the useful life of a trainer and maintains the value of that aircraft. After retiring the aircraft as a trainer, it may be operated as an experimental light-sport aircraft for its remaining useful life.
- The removal of a requirement to require an Export Airworthiness Certificate. This change is of great interest to members considering an imported aircraft, as well as to international manufacturers and their American importers. In addition, greater flexibility was given regarding an aircraft imported in kit form that is then fully assembled in the United States.
