05/25/05 - MORE S-LSAS CERTIFICATED

Fantasy Air Allegro 2000, Tecnam Sierra, Super Echo and Sportair USA StingSport Meet Standards

The Allegro 2000 received its certification as a special light-sport aircraft (S-LSA) on May 19. The Allegro 2000 is manufactured by Fantasy Air of the Czech Republic and imported into the U.S. by B Bar D Aviation Inc. of Whitsett, North Carolina.

Doug Hempstead, vice-president of B Bar D Aviation, said three Allegro 2000s were inspected and all were awarded S-LSA airworthiness certificates. B Bar D Aviation worked closely with Marty Weaver and the staff at FAA’s Light-Sport Aviation Branch (AFS-610) and Larry Werth, FAA’s light-sport aircraft program manager, to “make sure our ducks were all in a row as far as paperwork was concerned,” said Hempstead. “Then inspectors from the Greensboro Flight Standards District Office visited our facility to inspect the aircraft and our paperwork to confirm that the aircraft were in compliance with the consensus standards. They gave each aircraft a thorough inspection and then awarded the airworthiness certificates. Now that we’ve proved the aircraft meets the consensus standards, we expect the airworthiness process to go much quicker with succeeding aircraft.”

On May 24, Tecnam Sierra, N434HC, and Super Echo, N929HA, received S-LSA certification after undergoing inspection by the Atlanta, Georgia, Flight Standards District Office inspector Tony Jones and designated airworthiness representative (DAR) Bill Duncan. The Sierra and Super Echo are manufactured by Tecnam Costruzioni Aeronautiche of Italy and imported into the U.S. by Hansen AirGroup, Kennesaw, Georgia.

Jon Hansen, CEO of Hansen AirGroup, said the certification went smoothly, “Because of my involvement with the ASTM International consensus standards, we’ve been developing the required documentation as the standards were completed. Because Tecnam’s aircraft are certificated to JAR-VLA specifications and have been in production since 1992, we could use much of the manufacturer’s documentation to show compliance with the standards.”

Lynne Birmingham, president of Hansen AirGroup added, “Everyone walked away smiling. The FSDO inspectors said they want to come back and fly the aircraft at their first opportunity. They thought the aircraft were well built and were pleasantly surprised by their first contact with a light-sport aircraft.”

Also on May 24, the TL-2000 StingSport received certification as a S-LSA, with the Oklahoma City Manufacturing District Office and the Little Rock (Arkansas) Flight Standards District Service Office completing the inspection. The StingSport is manufactured by TL Ultralights of the Czech Republic and imported into the U.S. by Sportair USA of Little Rock, Arkansas.

Bill Canino, president of Sportair USA, said the inspection went smoothly. “We worked closely with the FAA offices to get our paperwork organized properly, and then the actual inspection of the aircraft went well. Other than a few minor safety wire concerns in the engine compartment, which we immediately corrected, the inspectors seemed pleased with the aircraft and signed our certificate.” Canino said that Sportair will be ready to sell StingSport experimental light-sport aircraft (E-LSA) kits as soon as the ASTM International standards for E-LSA kits are completed, “”We have a number of customers interested in kits and are eager to move forward with those aircraft as well.”

Canino added, “One of the unsung heroes in this whole S-LSA certification process is Tom Peghiny. Tom led the effort to get the airplane standards completed; he took time from his own business and the certification of his own aircraft to serve as chairman of the airplane ASTM committee, and he managed the process so that the development of the standards happened quickly and efficiently. None of us would be getting S-LSA certification less than a year after the rule was finalized without Tom’s effort. The industry owes him our thanks.” Peghiny is president of Flightstar Sportplanes, manufacturer of the Flightstar line of ultralights/light planes, and the importer of the Flight Designs CT.
